About
The Department of Planning is the City agency entrusted with the mission of guiding the harmonious development of the City of Baltimore. This mission is centered on achieving one overarching goal: to make Baltimore the most livable, dynamic, sustainable and attractive city it can be, now and in the future. The overall blueprint for guiding the City towards a successful future is provided by the Comprehensive Master Plan: LIVE-EARN-PLAY-LEARN, adopted in 2006, and the City’s new Sustainability Plan, adopted March, 2009.
The Department of Planning actively participates in the Department of Finance’s Outcome Budgeting process to identify and prioritize its services accordingly. These collaborative fiscal and administrative efforts resulted in funding levels to support the implementation of those services considered most essential to accomplishing the Department’s mission and the Administrations overall goals for the City.
